PDF Editor Needed

I am trying to edit (change, delete, and insert) text in a PDF file without changing any of the surrounding graphics, formatting, etc. It is a printed form that I had created many years ago and that I need to edit for current use, but I only have a hard copy. I have scanned it to create the PDF file, but can't seem to do the editing. I have tried 6 different programs without success:

Acrobat 7
Scansoft
Nitro PDF Pro
Foxit PDF Editor
Nuance PDF 5
Software 995Edit

Some programs converted the file to WORD, but did not retain the graphics. Other programs retained the graphics, but only let me remove text by hiding it. They also let me add text, but not with the precise font and typsetting. I could cut and paste to create the result I want, but it will never line up as perfectly as if I could just edit the text in the PDF file directly.

Any ideas would be appreciated.
