Internet speed looks pretty good (I assume, we're dealing with DSL here?).
Before we proceed further, I need to know, where in the picture is D-Link router located. Working, or not working part of connection.
As for Norton, since it doesn't show in Add\Remove, it probably came pre-installed, and someone uninstall it through Add\Remove, but as normally with Norton, some leftovers are present.
So, by all means, run removal tool.
