I'm betting you're running Windows 98 and the Task Manager window says 'Msgsvr32 (not responding)' in it. Don't know why I'm feeling lucky but, hey, it's worth a guess, lol  |
in my situation i think there were a few windows process running, and i was able to acess the task manager(this is under winxp) In fact i could even acess the run under the taskmanger, and run simple programs like paint.
