I am not familiar with ME as an OS. But that being said I have found this:

What AV are you running? Also alot of those IPF's point to Google Toolbar.
How much RAM do you have & what are your readings in the Task Manager as far as Physical & Kernal Memory?

This is an old post (2001) & points out that Norton's 2000 is not compatible with ME. I am not suggesting that you turn off your AV but maybe some other unneccessary programs. Also see if running without the Google Toolbar makes any difference.
