I get this message when trying to access the control panel....
Cannot find the file'C:\WINDOWS\rundll32.exe' (or one of its components). Make sure the path and file name are correct and that all required libraries are available.
What can I do to restore the rundll32.exe file.

Hi Welcome to D-A-L is it just Control Panel when you get the error? You may need to visit our Security / Spyware Forum and post a HijackThis log... Hijack This Logs

Re: Win 98 Rundll32.exe.........
In order to replace the Rundll32.exe file, try the following:
Click the Start Menu
Click 'Run'
Type sfc and click 'OK'
When the System File Checker (SFC) opens, choose the option to extract a file. Specify the Rundll32.exe file. You will need to have access to the Windows 98 CD or the installation files copied onto your hard disk if you've put them there.
Even if that does seem to fix it, I would agree with D-A-L: I think I've heard of this file being messed about with by viruses / spyware and it would be a good idea to post a HiJack This log in the Security section of the forum so that someone can check it over for you (please advise them what they're looking for though as asking 'does this look OK' is a bit like saying 'does my bum look big in this' - it's hard to know what the right answer should be!)
