Visual Basic .Net - "Automation Server Can't Create Object"

Hello I have Visual Studio .Net 2003 and everytime I try to make a new form or a new project it gives me an error that says "Automation Server Can't Create Object". I tried what windows recommended on its site and that didn't work so now I don't know what to do. It does not do this on my computer at school.
