Cool Reconfiguring Server 2003

I just took a position as Director of Technology at a small, private school. They have a server running MS Server 2003. However, it is not configured properly. I have experience working with servers that are already set up but not with reconfiguring one and setting it up again. At this point, I am going to leave the domain name alone but go into active directory and bascially remove all of the computers and users and re-do them.

My question is this: Is that the best place to start? There are multiple issues with the local machines as well but I figure getting the server set up right might fix some of those.
