locked out !!!

I am on my laptop because i cannot get into my desktop..it says"the user profile Service service failed to logon,user profile cannot be loaded", and when i click ok, i can't do anything,it logs off...my desktop is Windows Vista,also in the last two weeks it has popped up on the monitor,"frequency out of range". How can we fix this problem if we cannot get into the computer? thanks, navatee9

You could start up in safe mode with F8
