Unplug the telephone cable that connects your router to the phone socket so that you are not connected to the Internet. Then switch off Windows Firewall. Then try running the Network Setup Wizard again. See if you can then establish a connection from one PC to another.
Do you have any other firewall software, e.g. Norton Internet Security, Norton Personal Firewall, Zone Alarm, McAfee Firewall Plus, etc.? If so, let us know and also switch them off during this test as well.
If that doesn't work, try this: Firstly, switch off the firewall(s) on the second PC. On the first PC, go to Start > Run > type cmd, click OK. At the Command Prompt, type ipconfig /all and press Enter. You should find that your PC has an IP address of 192.168.1.100 or 192.168.1.101. Type ping the other IP address and press Enter. Confirm that it returns 4 valid responses and not timeout messages.
After the test, switch the firewalls back on and re-connect the telephone cable for your Internet connection.
