Throttle wireless connections?

I share a connection (dsl) at my home and they use a desktop PC with a wireless dongle to connect to my dsl modem wirelessly. I wanted to know if there was software or any way to program the rounter to limit the speed another device can use of the connection?

I have a 6520 Speedstream (Siemens) Router.
