I agree, telling you your IP is too high does not make sense. In most cases, the ISP assigns the IP address "dynamically" - meaning, when you connect to the Internet, the ISP issues the IP to your gateway device, typically the cable/DSL modem.
The other option is "static" assignment, and in that case, they would have told you what IP address to use.
So perhaps they were saying the traffic to and from your IP is too high. This could happen if your computer has been compromised and is being used by bad guys to send spam, or you are sharing lots of music or videos via P2P sites.
Bottom line, as jephree noted, we need more information.
