Setting up VPN

I'm to set up a virtual private network and I need your help in this.

Here is scenerio.

Server is at Place A
Client is at Place B

Place A has a static IP, the only question is that do I need to have a static IP at client side (Place B) to be a part of that VPN?

Are you responsible for the server side or are you a client? I don't believe that the client has to have a static address (I'm reading that it can even be done when traveling) but you do need login info from your network administrator. If you are not the network admin I suggest that you talk to him/her.
