Question no opotion to change mouse setting...

I do not have a settings option in my control panel-mouse to change from opening an item with two clicks to one click. It used to have one, but I have had to reinstall XP; and am wondering if that has something to do with it. Is there a way to get this option back?

Hope this is enough info regarding my system.
Windows XP Home Edition
Version 2002
Service Pack 2
Toshiba
Satellite
Mobile Intel(R)
Pentium(R) 4 CPU 2.80GHz
2.80GHz 192 MB of Ram
