Well see if those drivers will install.
I don't know why they mention XP in the Note but not in the driver itself.
Anyway can't hurt to try. If they don't work on XP they should tell you.

Also as you mentioned there are BIOS settings to turn on or off the USB ports.
This is described in the manual.

Okay, this is working. My 2 on-board back USBs are now working. I still don't know how i would ever plug in the case USBs, but I can certainly survive without them. If it helps, there are two plugs that look identical--one says "USB" and the other one says "AUDIO". They're both connected to a set of wires that disappears behind the drive mounts in the front of the case.
Remaining Problems:
1) My audio will not work. I have speakers plugged in, and they don't work. Warcraft 3's sound gave an error and failed to initialize. I looked in the devices control panel and under the audio section there were a bunch of things and then the very last one (Vinyl AC'97 Codec Combo Driver (WMD)) had an X through it. I enabled it, but sound still does not work.
2) More of a question: When I was turning on the USBs in the BIOS I saw something about a Modem. Does that mean I can plug in the internet somehow (with a USB cable or something, my router has a USB out)?? That would be awesome.
EDIT: My old-school controller port (testing it with an old-but-working MS Sidewinder) isn't working either. MS doesn't support these anymore, but I remember it being a plug & play device. In the BIOS I only saw an option to select it's port #, but nothing about turning it either on or off, unless I just didn't notice it. I'm thinking I must need some drivers for it, but I don't really know for sure. This it not a big deal, just more of a curiousity.

I need to download your manual again. Maybe later today.
In general:
Your USB motherboard ports were listed as JUSB1 & JUSB2 I believe.
The Audio wire is for front case headphones and mic usually.
Did the motherboard have audio drivers? Also check Windows Update (Custom) for WMD drivers.
Modems can be USB: yes. Ethernet is faster but many older models are USB.
Gotta run for now ...

But still... My JUSB1 & JUSB2 pin clusters have 10 pins, and my USB plugin only has 9 holes. Don't see a way around this. ?
Also: So, even if I don't have an ethernet card, my motherboard can have support for a USB modem? If that's true, do I just need to install the modem drivers in order to utilize this? That would truly pwn.

You could try cutting off the blank. Utility knife. Watch your fingers!

You would need to go on line with the computer in question and access Windows Update.
If this is a new install of XP there will be "tons" of updates including SP2 etc.
In Windows Update there are two categories: Express and Custom.
Express are "Critical" updates. "Custom" are options including drivers.
WMD drivers are Windows drivers that sometimes support third party drivers. This is often the case with Audio drivers. In other words the MSI driver might require the pre installation of the WMD driver.

Define okay.
I am not saying it will definitely work. You may need to try twice to see which pin to not use (1 or 10).
Can it hurt anything? If you don't cut the wire or your finger I don't see how.
You are just removing a piece of plastic.

I think we're thinking of the opposite thing of each other. I'm saying: The pins are on the board itself, sticking out--and the plug coming from the front case USB ports is a solid piece of plastic with 9 holes in it (female).

Yes.
9 holes and a blank or block where 10 would be?
Remove the blank or block piece of plastic.
Cut off the corner so it clears the 10th pin.
That piece of plastic is just a convenience to hold the 9 wires.
