Does the monitor power up? If so does it get a green LED then a No Signal message before turning the LED amber?
Try returning the hardware as it was then enter the BIOS Setup and choose to Load Defaults then Exit Saving Settings and see what happens.
If nothing try booting with no RAM. This should give you some BEEPS. Then go back and try one stick at a time. Try different sticks and different slots until all options have been covered.

Do you have the motherboard manual?
Are you familiar with resetting the CMOS?
If not can you ID the motherboard make and model and or the computer's?

Plug your monitor into the onboard VGA port and see if that makes a difference.
Does your case speaker work? Did you ever hear BEEPS with this setup?
Usually it will BEEP once on a successful BIOS boot. Did you ever hear this?
If the case speaker is working and no RAM = no BEEPS then the motherboard is the main suspect.
