Unhappy difficult computer HELP

worst case senario in building a computer (true, and happening): i build this realy loded computer out of scrapes i had(not realy scraps) wen i turn it on, all the parts turn on, but nothing happens after that, not even a mere word on the screen.i tested it myself, all the parts work, i know from past experences, i know the parts are secure and connected, i triple checked, the mothebord isn't shot, the procesor is in tight, its well venelated in a case, all mouses and keybords+ monitor securly conected and working, all cards screwed in and tightly connected(also tested with and without), ram all right( tested, right type, only one stick tested, ect), power supply ok, and tested, usb connections all right, also tested, and worst of all, its supposed to work, after the vigoress testing i put it through.

Here are the parts i used:

floppy disk drive, and yes it works
cd drive, write, and reright
dvd drive, read only
emachines motherbord
blue light fan
32bitcpu
cpu fan
sound blaster card
hapage wintv tv card
networks card
emachines hard drive, 40gb, primary
emachines hard dive, 100gb, secondary
usb attachment, derectly connected
cables, in date, floppy disk cable, cd/dvd cable, hard drive cable
power button
hard drive light
battery, not dead
jumpers, in the right place, not broken
mouse, standard, not optical
mouse, usb, optical
mouse 9pin, not optical
e machine monitor, not broken, 17 inch
emchine keboard, standard, working

i think the problom lays in the bios, but unfortunaly, the motherbord is not so old that you can take out the bios. since nothing comes up, and it doesn't respond to anything, then it must be the bios.

does any body have any tips, website links, advice, solotions, THEN FESS UP!
