Monitor Flick/Blinks on start up

My home pc, running Windows XP, has reccently started playing up.
When switching the machine on, the monitor flick/flashes/blinks on and off, making a highish pitched noise when doing so.
I can sometimes overcome this by switching the machine off and the re-booting it, but some times it can take up to an hour for the monitor to finaly switch on properly.
I dont know if this is a hard or software problem, so excuse me if Ive posted in the wrong section.
My monitor is a Compaq FP5315 if this helps.

The best first test is try a different monitor.

This will determine if the fault is the monitor or the computer.
