Thermal compound is used between the CPU and the heatsink or cooling block.

Also the Bridge chips and their heatsinks as well.

As mechanical gears require grease or lubrication the heat transfer process requires a similar substance between the two metals in order to facilitate heat transfer.

It is just a thin layer of compound but it prevents the two metal surfaces from direct contact which would result in melt down heat.
