Video Card Line Out Problems???

I have a Sapphire Radeon 9600 atlantis 256mb video card with a amd athlon xp 2800+ 1 gb of ram. these are my computer specs and i would like to be able to use the line out on the video card but wheb i plug a video cable in with the adapter and then plug the other end of the video cable (rca) into the t.v. i get a black and white rolling screen. it is making me mad b/c i need to record some video from my computer to VHS for a project and i cant i was wondering what i could do to fix this. I've tryed the newest drives but still nothing. I need your HELP

have you got the output on the graphics card as TV out ?

is the ouput correct ie PAL/NTSC

i dont now all ive done is plug this adapter into the card it lookes like s video buy it isnt. i dont know how to change those other things. how might i go about doing this??

Is it a RCA (phono plug)

have you tried ..Start......Settings........Control Panel ....Display..Setting..Advanced..Displays and see if TV out is ticked

have you tried that ?
