A BIN file goes hand in hand with a CUE file and the pair together form a CD image and are not specific to just video.
Am I right to assume that they around CD in size (650Mb ish?) which would confirm this
You can then use most modern CD burning applications ot burn them to CD which will then play in your PC. I know Ahead Nero 6 certainly supports burning BIN and CUE files.

Look i oyur CD Writing software for an option labelled "Burn Image" or similar. Then when prompted to select an image file then point it at the files listed above. BTW, downloading copyright protected movies is against the law.
Pinnacle Instand CD/DVD is of no use to you as it only relates to burning multimedia content. What you have is a raw data image. You'll need a proper CD burning application like Ahead Nero or Roxio Easy Cd Creator. What do you use to make duplicates of discs or burn data or audio files? That'll be the piece of software you need to use.
