in counter strike 1.6 i have very very low fps...like 15

when i'm playing cuonterstrike 1.6, i have very low fps like around 15 and rarely more. it varies by the number of people that are in the server. if there are less than 6 people total in the server my fps is about 30 and sometimes makes it up to 40. however, any more people make my fps go all the way down to 15. i have an intel pentium 4 processor 1.8 ghz, 512 megs of ram and finally...what seems very weird...i have a radeon 9700 pro installed as my video card. i find this very unusual because with that good of a card my computer should be running fairly well in games such as counter strike 1.6. if it was source i would understand but i know people that have 512 megs of ram and a geforce 2 TI and they have 99 fps with a 1.8 ghz processor. i already did the thing where i copy and paste the atiogxll file and put it in my cs folder, and that didnt seem to help. any tips?

try putting the settings to low, mess with them (graphically), however, it does seem like its more of a latency lag which means the problem is with the host
