Counter Strike lag

Dell Optiplex GX620 Intel( R)
Pentium( R) 4 cpu 3.00 GHZ
2.99 GHz, 0.99 GB of RAM

Dont know **** else about my computer, Could find out the information if you tell me how too.

Anyway I NEVER used to lag on Counter Strike 1.6 and Condition Zero, I bought Source And i cant even move I get 9 fps

PLEASE help me, If you can
