spyware

Over the last 3 months i keep loosing my connection for no reason.
I have contacted my isp and went through all the checks for spyware etc and also if everything is as it should be with my pc.
I use 3 different spyware checkers and Norton Antivirus 2006 + firewall but still this keeps happening.
I spoke to my isp again this afternoon and they said the following, click start, run and type in CMD which brings up a black window, they then told me to type in something which i cant remember and hit enter and loads of stuff came up.
They then told me that it was all spyware and that was the reason for the problems but this i dont believe as i check my system regually and delete it.
I need some help here as i think they are trying to fob me off so if anyone has any ideas it would be appreciated and can you recommend the best spyware detector out there.
