Problem with opening windows

HELP!!!
My pc starts up ok, but very slow, then the desktop wallpaper shows, but no icons, no task bar, no start. I cannot open task manager or bring up "run". I have tried safe mode but just the same - an empty screen. The message which appears is Explorer Exe application error, also - run a DLL as an app.has encountered, also - Oxco150002. I'm guessing it's a virus. Any solutions? Thank-you

With nothing executable or accessible in 'normal' or 'safe' mode, a 'repair install' might help you (but that might be a long shot):

Otherwise, you might want to consider a clean install on a brand new hard drive and deal with the other drive as slaved or as a USB drive enclosure for any critical user files you wish to salvage.
