I don't see any serious issues...
Since it's used computer, you didn't consider to simply format, and reinstall Windows, so you have a fresh start?

I figured if nothings infected whats the point, I'll just remove the crap. Do you see any services that are not important that are using up my CPU?

Your computer specs look pretty good.
Services are not gonna bother you.
I can see only few startups, which is good.
I'd uninstall Dell Support Center, which is pretty useless, and it's known as a resource hog, sometimes even causing problems.
