Trojan on PC-wont delete

Hi, i have a trojan on my laptop (Trojan PSW.Agent.IQQ-which pops up as:- C:\WINDOWS\system32\shell64.dll), that doesnt seem to want to be deleted. I have tried removing it with several anti-spyware and anti-virus programs...only to have it come back when the pc restarts. i have tried turning off system restore and running a scan to remove it and that didnt work. i was looking at the msconfig dialog, trying to identify any strange programs running at startup or anything, and there was nothing in startup....but i saw this file in services, and i have no clue what its for and the name is just very strange to say the least....

"##Id_String1.6844F930_1628_4223_B5CC_5BB94BB79762 ##"....now what the hell is that? and can i stop it from running without screwing up my laptop. What i am really trying to do is remove it without having to reinstall windows, cause thats just very time consuming for a dell, and i dont have that time...can anyone help me??????

Oh, my os is windows media center with sp2.
