Personal web site

Hello! have a nice time.

I am learning webdesigning course using books. My question is: "How can I provide links to various softwares through my web site. Is it not offensive. Do we need to take any kind of permissions from their respective owners." If so how? Please help me in this regard and if possible some guidance for building my own website.

Thank You!

No, you don't need permission to 'link' to anything on the internet. There are boundaries about hosting other peoples software though.
