My reformat has gone incredibly wrong HELP!!!!!!!

My PC has been really slow, so I decided to start again and reformat my computer, everything was going great, until I possibly did something wrong, and it switched off, try to switch it on and i cant do anything, I've wiped my hard drive, and now i cant install Windows 98, help!!!!! Plus im not that good on computers, and need really simple and easy to understand instructions.

Are you saying it won't power up?

Also please provide some info as to;

system type/make/model - Laptop?, desktop?, HP Pavillion, Gateway 8276, generic, etc.
system RAM amount (MB / GB)
storage devices - floppy, hard disk(s), CDROM's, DVD's, etc
any info on the motherboard if known

Please describe what you did, and the "tools"/programs you utilized while doing it.
