"Help" file not opening

What can I do about the following?

I've got a couple of problems for which I need to access my Windows Me Help file, on the Start Menu. It responds with a message: "Please wait while preparing for first run". And that's it. I've tried this many times; once I let it stay like that for an hour, but it never goes further than the "preparing" message.

I was thinking that the simplest fix might be to download another Help file. Does anyone know if such a download is available anywhere?

And, if it's not possible to get a replacement Help file, what else could I do?
