I'm sorry. This is something wrong with that file.
Try here: SiS Corporation SiS 530 Driver Summary
After clicking on Sis530-Nt-2000-98-95.zip.zip (Driver), select Download this file by viewing a series of ads, and click "No thanks" on next several pages, until you'll get to real download.
After download, unzip downloaded file, go to Win98 folder, and click on "setup.exe"

BTW...It wasn't easy to find that file, so you may put it in some safe place, like CD, just in case.
