you say you cannot open Outlook, does everything else open OK? say if you have got any of MS Office on your computer like Word, does Frontpage Express load if you have this loaded?

when you say it wont load, do you mean that an error message appears or just that nothing comes up at all? could it be that Outlook is opening but is loading minimised and therefore is sitting on your taskbar for you to click on to bring to view.

i appreciate this post is quite old now so you may have got the problem resolved, post back if you require help.

try downloading latest IE version. we know that express is included in IE installation. upon installation of the patch it will also repair your broken ie and express installation.
