How do I delete the browsing History from my address bar?

Yes I've rebooted. Its the same sites that stay in the address bar history, other ones get deleted but those don't seem to.

Probably.
I ran Vista for two weeks on my new machine. (It came pre-installed.) I connected my old hard disks to copy the files to the new machines hard disk.
Once I realized it (Vista) would delete any files that "it" deemed as a threat, I blew it away and installed XP from my CD. So you'll have to get further advise from the members who are running Vista. I won't load it again.

Try temp file cleaner. With Vista you must be running as an administrator. When it is done it will restart your computer.
Have you scanned for malware?
As for reinstalling IE if it is 8 you should be able to uninstall it. Read how or How to reinstall or repair Internet Explorer in Windows Vista and Windows XP if you have 7. I would back up your bookmarks just in case and create a restore point first.

Where did you read about this? Perhaps that refers to windows defender. I keep that completely shut off.

I didn't read about it anywhere. My (.com, .exe) files would just "vanish" from the disk. I realized that Vista was removing my files from the original (temporarily connected) 40 GB hard disks before copying files to the "new" 300 GB hard disk.

No. I "set up" the new machine before connecting my old 40 GB hard disks (X3) for the file copying.
I disabled Windows Firewall (I had Comodo installed), Windows Defender (piece of junk IMHO), and Windows AV (I run Avast!). As well, I disabled the Recycle Bin as when I delete files, I want them gone. Too bad I didn't anticipate Vista removing files it deemed as threats to the OS. I know better now.
I also got tired of it always "trible-checking" my actions, and having to invoke Admin Rights on every action I wanted to perform.

Well why would it think that those files was bad? I've never had that happen but that really stinks. Personally I don't mind UAC & in fact my primary account isn't even an admin but a power user. I suppose that it isn't for everyone. Are you going to give 7 a shot or stick with xp for as long as possible?

Well, being "the user" that I am, it (Vista) evidently thought some of these files were a threat to the OS. (I had .exe & .com files going back to MSDOS 5.x and Windows 3.11).
