Computer crash, need urgent help plz!

Hey all.
I was having fun with my pc, playing CoH online when my cat stepped on the power switch and everything connected to that switch turned it self off. Including the pc. When i then turned on the pc again, i got a message on the black screen that my pc didnt shut down properly, and it gave me several options to restart windows. Now, i tried them all, safe mode, safe mode with internet, normal mode, etc. But nothing worked. No matter what option i used, the windows logo came, went and a blue screen popped up for about 1 nanosecond (i never get at chance to watch the error message), and the process starts over again.

I've tried to reinstall windows xp but then it said: missing or damaged file: hel.dll. This i thought was strange cause i just reinstalled the whole xp cabush. So what is the problem here? Im currently trying to format the c: disk from the command line but i dont know what good that will do. Im basically trying everything here. So now im just scrathing my head, trying to figure out whats wrong with it. If it helps helping me, heres my specs:

Windows XP
AMD Athlon 64mb 3200
nvidia gainward 256mb graphics card
1gb ram kingston 3200

That message is rather misleading. It happens because the boot.ini file
that tells the boot where to look for 'Windows' is damaged, so it is
looking for files in the wrong place - hal.dll just happens to be the
first one it looks for.

Set the BIOS to boot CD before Hard Disk. Boot the XP CD and, instead
of Setup, take the immediate R for Repair. Assume any password
requested is blank, and TAB over.

Use
Attrib -H -R -S C:\boot,ini
DEL C:\boot.ini
to delete the bad one
BootCfg /Rebuild

to search for Windows installations and make a new one
