picture explode

hey guys can anyone please tell me if there is any way I can make a small pic and blow it up by keeping the quality of the photo. I have some old pic. that where on my disk but thire to small so I wanna blow them up and keep the quality.

Only other successful way is to print them using a quality setting on your printer and scan them back in at a larger resolution.
