please if anyone has any info on this process!?

cfgmgr32.exe?
is this a windows proscess? is it a 3rd party issue? is it the ever scary spyware?!
please if any one has any info on this i wll be much obliged. the reason i ask is because my windows xp keeps crashing and when i atemp a reboot, its this program/process that always needs to be terminated because it is not responding. this usually happends when i am organizing my media; cutting and pasting mp3's and such from a dump file into a more organized folder structure. i usually get the bogged down there, i do not copy large files or move many files at once, i never move more then a meg at a time... yet it still comes crashing down
