restore laptop to factory settings

Basically I've just bought a second hand laptop, which is full useless stuff so I want to either restor it to factory settings or wipe the hardrive and reinstall windows, I would be grateful if you could give me some advice.

It's a packard bell
Intel celeron
1200MHz

i havent got any discs! is it possiable 2 do it any other way???

Some Packard Bell's have a Recovery Option on the hard drive:

If yours does not Packard Bell may sell Recovery Disks or else you can purchase a retail XP CD.
