These are a few suggestions I see trying to search your issue:

Also suggested is to uninstall the drives in Safe Mode & then reboot which will reinstall the XP drivers.
And just out of curiosity while in Safe Mode see if the drives will work properly.
I did see one issue where a faulty power supply was causing this symptom.
Did you find any errors in your Event Viewer?
I am thinking that if your reboot is not being stopped by the XP setting then it is being triggered by hardware & not thru XP.
If none of the above help try disconnecting one of the drives & see if it affects the other.
