Can't get rid of downloading block!!!

Unhappy Can't get rid of downloading block!!!

I can't download anything off the internet. I have been told to go to internet optionS and go under security to fix it but that doen't work either. I just keep getting a messege from my internet temporary files saying that i don't have the appropiate permissions to download anything................HELP!!!!!!

Is this a new problem? Were things OK previously? What is your setting under Security? Medium?

Is this a stand alone machine or network? Is this Home or Pro? SP2? Are you logged in as the Administrator?

Can you view & or access the properties of this file:

C:\Documents and Settings\Administrator\Local Settings\Temporary Internet Files\Content.IE6

You will need to set Folder Options | View from the Control Panel to show Hidden files & folders.
