windows shuts down but then restarts

I really need help. When I shut down my computer it reboots after a minute or so. I have been told to reinstall windows xp, another person told me to go to my computer and click on properties and in the advanced location to uncheck the restart. Another person told me it could be a virus, I have performed a full scan with norton antivirus program and it states that there are no viruses, this person told me that the program doesn't always detect a virus. Please can someone help me I am getting very desparate, someone told me they would correct the problem but they want $125.00 which I cannot afford.

I checked off the restart button. It does not help. The thing is that I can shut down the computer, but after a minute it so it starts back up. Do you think that it could be a virus that norton did not find?

Is this a new problem? Were things working OK previously? Any new hardware and or software?

Does it shutdown correctly? It stays off for a minute? Always a minute? Does this happen the same way every time?

If the above is all correct I doubt that this is an XP issue. Perhaps a BIOS setting has been changed or perhaps a power supply issue.

What is the exact make and model of computer? Is it a laptop? Is it on batteries? Is it on a network?

The most obvious settings in the BIOS would be anything to do with "Wake On".

About my computer its shuts down correctly and its stays orr for about a minute every time. As to is this a new problem it's hard to tell because I very seldom shut down my computer so I really don't know how long this as been going on. I decided one day to shut it down and that is when I first notice the problem. I have installed new software. My computer has windowxp it is a compaq model6029us and it is a desktop. How do I find the bios settings?

When the first screen appears, press F1 to enter the BIOS Setup. On certain Compaq Presario PCs (prior to 2002) press the F10 key at the logo screen to enter setup.
