its not a harddrive problem (if it is it is something else aswell)
If it was a HD problem you would get "primary drive 0 not found"

is it just the fans and power light on? (i.e no HD spinning etc)
if it is, it could possibly be the CPU

Could you please describe this in more detail?
-is it coming from the base of you computer? (not the speakers)
-is it just one continuous tone or does it's pitch vary?
-does it stop and start or just carry on?
to back up your files, put your HD in another computer as a slave drive (bottom of the ribbon cable and jumper set to slave, this varies depending on the drive make + model)
then, you need to copy them to either the HD in that computer or an external storage device (cd/dvd/usb memmory stick/external HD/mp3 player.........)
also, did you get a windows xp recovery cd with your computer? if so, put it in your cd drive change your boot devices in the bios setting to cd first (if you can):
