whitelightning Is a beginner here at D-A-L
Can not turn off properly

when ever i go to turn of computer or log off it does nothing and when i try to open an application say iE6 while its doing thid it says can not open coz windows is shutting down!!
then i have to manually turn of the computer!!!!!!!!!!!!!!!!!!!!please help!
