Unable to delete file (Other program using)

Ok a file that my brother downloaded is on my desktop that i dont need. I tried to delete it but it says that other programs are using it its a .rar file.

So I rebooted the pc and logged back on and tried to delete it again... Nope it still wont delete.

Is there any program to force delete or anyway to delete it?
