Taskbar color

Is there any way I can change the three colors of my taskbar and what colors that blink are

I want to be able to change my taskbar to red pretty much and when it blinks I want it to blink either blue or green maybe just the regular orange.

but I want it to look like xp style, not like windows 98.

Within XP your options are via Control Panel > Display.

On Theme choose XP rather than Classic

Then under appearance you can change the colors available.

To get something beyond this you would need other software such as Window Blinds (just for example):
