Hi,
Due to some hard drive issues I started getting the blue screen at start-up that says:

My question is this, if I keep getting this screen how the hell am I suppose to get into WINDOWS to do these steps? I know what the problem is already and how to fix it; I just can't seem to get back in.
I tried starting in SAFE MODE and that didn't work

Do I need to use the command prompt?
