windows installer problems

After updating windows installer to v3.1 I can no longer add remove progs. I,ve reinstalled several times but still get the same error message 1619. tried downloading installer cleanup utility but cannot open package due to same problem. Searched net in vain can anyone help before I reformat.

Try a repair install first.
