Re: windows firewall problem
Some firewalls which you install will turn off the Windows firewall.
To enable the choice of On or Off again (referring to the above image) click Start, Run, type in services.msc and hit ENTER. Scroll down until you find Security Center. Right-click on it (Properties) and make sure it's Startup Type is set to AUTOMATIC.
Scroll down to Windows Firewall/Internet Connection Sharing (ICS) and do the same as above.

I had problems with permanently turning Windows firewall on, after I uninstalled Norton firewall. Apparently, there were some Norton's registry leftovers, which were doing that mess.
Try cleaning your registry from any McAffee entries.
Also check "Add/Remove" listings for some other McAffee components.
My Norton had THREE entries in non-consecutive alphabetical locations.

Re: windows firewall problem
If you insist on running two firewalls you will continue to have problems.
The installation of a second firewall has most likely turned off the ability to turn on the Windows firewall. If you uninstall the second firewall, the ability to turn on the Windows firewall will probably return.
