Is there too many processes running?

I recently had my cable provider give me new modem because my Roadrunner download speeds were slower then dial up. But even after my speeds on my PC are very slow. I am getting like 3-4Mb at best. It wasn't always like this. I was getting as fast as 11Mb at one point. If I boot up in safe mode I get 14Mb+ so what is the deal. I attached a screen shot of my process tree, and it seems like I have an awful lot of things running. So how is one to know what I can stop from running and keep from running at boot up?

Autoruns is a good program for controlling start items:

As to services see Black Viper:

27 items will load for XP usually so 30 is not that much.

Your CPU usage is 100%. Your Kaspersky is running at 97%. That is very strange. Not good. Does it always run like that? This is definitely a problem.

At idle your CPU usage should be near 0%. Idle Process should be near 100%. Idle process is just the inverse of CPU usage.

It is possible I took that screen shot when it was in the middle of processing something. HOW DID YOU KNOW I AM RUNNING KASPERSKY? I'll double check. I am on my laptop right now and that is my PC in the other room.

I uninstalled Kaspersky after I realized it was making my PC run at 100% all the time. Even when I'd end the process in the task manager it would start back up and go right back to 97%+-. so I downloaded the free upgrade to Kasp. 7.0 from my current 6.0 And it seem to do the trick.
