Just-In-Time Debugging

Every time I reboot or just start my computer I get an annoying debugging message:

Just-in-time debuuging and it asks me if I want to select the current selection for debugging.

I have checked google to see how to turn this off. The advise given was to go to Internet options>Advanced>browsing and click the diable script debugging for Internet explorer and other.

I did this and still get the debugging message

I saw this one too when I was doing my google search. However, I am not running Visual Studio on my machine so I can't get to the tools menu that is described on the attached. Funny though, visual studio is on my machine and its not associated with any exe file, it just there!

any other ideas?
