Not being a Windows expert, as you can see from my sig. Have you right clicked on the files in question to see if you have read and write privilages or are they read only files? You should be able to find out using the properties section.

If this is only happening on the external drive, the first thing I would do is disconnect the drive from the computer in the normal manner and power it down. Then reconnect and power it back up and see what happens.
As for deleting stubborn files, check out MoveOnBoot.

You might try 'Unlocker Assistant,' I have used it many times. It may work.
Also, having looked at you img111 image, all the folders have very weird names? Did you dream them up or has Windows automatically done this? If so it may mean that your HD is on the blink.
Recently, my son's external HD became unusable owing to the fact that unknown to him it was running for 24hrs per day for months, even when the power to his computer was switched off, owing to it having its own power-supply, which did not close down with the computer power. He spoke with the engineers of the company (Lacy), who explained that the problem was continuous spinning?
