Dell Inspiron B130 won't get passed startup boot

I posted this in the general hardware issue forum but I think that obviously was the wrong place since it's software related.
I was doing some cleanup on a friends pc using toniarts easy cleaner. I went into the duplicate files application and thought I was deleting the right things. I was wrong. I don't know what I deleted and now the dell won't go past the startup process. It keeps on restarting itself unless I manually turn it off. I tried to start it in safe mode with no results. I don't have the xp copy to restore either. Can you please help?!?!?! Thanks
